Plug Charging Appointed to National ESPO Vehicle Charging Infrastructure Framework

The appointment enables PLUG Charging to support UK public sector and other eligible organisations through a compliant, nationally recognised procurement route for electric vehicle charging infrastructure, back-office software, driver app, ongoing service and maintenance.

The ESPO VCI3 framework is designed to give public bodies access to a broad range of EV charging solutions, including fast, rapid and ultra-rapid chargepoints, alongside compatible charge point management systems and long-term operational support.

PLUG Charging has been awarded positions across all three lots of the framework, enabling it to deliver a fully integrated EV charging offer for public sector customers.

Through Lot 1, the company can provide end-to-end delivery of electric vehicle chargepoint projects, from the supply of chargepoints across a range of power outputs and configurations to site surveys, feasibility support, installation, commissioning and project management, with optional turnkey models that integrate back-office systems and maintenance.

Through Lot 2, PLUG Charging can supply charge point management system (CPMS) software and associated services to support the operation of chargers, including for organisations with existing EV assets that require a compatible management platform.

Through Lot 3, the company can also deliver service and maintenance support for chargepoints that are out of warranty or existing coverage, helping customers maintain performance, uptime and long-term operational continuity.

ESPO’s frameworks are available to eligible UK public bodies as defined by the Local Authorities (Goods and Services) Act 1970. Permissible users include local authorities, educational establishments from nurseries through to universities, police and fire services, NHS bodies, government departments and agencies, registered charities, and registered social landlords and housing associations.

The ESPO Vehicle Charging Infrastructure (VCI3) framework runs from 24 December 2025 to 23 December 2027, with the option to extend to 23 December 2029. The framework supports call-off either directly or through further competition, depending on customer requirements and framework rules.
